Capacity development is the process and assistance through which individuals, communities and organisations obtain, strengthen and maintain the skills and knowledge needed to realise their aspirations over time and in a sustainable way. QSNTS actively promotes the use of its Capacity Development Program as it is an integral part of the broader native title process that enables Aboriginal peoples and Torres Strait Islanders to enjoy an independent and enriched well-being.
QSNTS’ works in partnership with the Capacity Building Unit of the Queensland government to provide Traditional Owners and their communities opportunities and access to obtain knowledge, training and skills development. These resources are to enhance Traditional Owners’ abilities and autonomy to engage in native title and cultural heritage processes relating to future act activities. As part of QSNTS’ Capacity Development Program, we liaise with all claim groups whether or not they are represented by QSNTS to assess areas for training and skills development. We then work closely with the Capacity Building Unit to identify appropriate training and to assist in administering delivery of that training to the groups concerned.
Examples of QSNTS’ Capacity Development Program include:
- Skills Audits: to prepare and develop Traditional Owners’ ability to manage their native title rights and interests.
- Negotiation Training: to enhance Traditional Owners’ capacity to negotiate agreements with matters relating to their native title rights and interests.
- Information Sessions: providing information and awareness to enable Traditional Owners to make informed and evidence based decisions when responding to future act notices.
- Establishing corporate structures: incorporating bodies to assist Traditional Owners in holding and managing their traditional lands and waters.
