QSNTS provides PBC in-kind support including preparation and circulation of meeting notices, assistance at the first annual general meeting and other meetings, and basic advice concerning the legal effect of Indigenous Land Use Agreements (ILUAs) and/or determinations.

PBCs, also known formally as Registered Native Title Bodies Corporate (RNTBCs), are a vital component of the native title system, enabling continuing autonomous management of land and waters in Australia. QSNTS has streamlined our PBC support program. We aspire to support the Traditional Owners of our region to strengthen and develop their capacity to manage their native title independently and sustainably. 

Although QSNTS has provided support to PBCs in the past (for example supporting Annual General Meetings and through communication with Traditional Owner groups), this has been largely on an ad-hoc basis. We are streamlining our program to ensure it is responsive to client needs and reflects strategic, long-term planning.

Our PBC Support Program will remain request-driven, as a ‘facilitation and assistance’ function under section 203BB of the Native Title Act 1993 (Cth). QSNTS will work with PBCs to identify their aspirations, develop strategic and business plans, meet their governance obligations, and engage with other reputable service providers to provide non-native title legal advice and governance training, or to participate in town planning.   

The types of services offered through this program will include:

  • basic book-keeping and administration;
  • assistance with regulatory compliance obligations (both statutory and the Office of the Registrar of Indigenous Corporations);
  • assistance with grant applications; and
  • assistance with communications, meetings and logistics.

QSNTS has established this program with the understanding that, upon determination of native title, Traditional Owners (through their PBC) incur the responsibility of managing native title rights and interests with little to no funding or training to do so.

Research and literature about capacity development of Indigenous Peoples from around the world illustrates the necessity of responding to and supporting the existing skills, aspirations and needs of Traditional Owners working within genuine partnerships towards a goal of self-sufficiency. QSNTS aspires to support the Traditional Owners of our region to strengthen and develop their capacity to manage their native title independently and sustainably.
